Governments have a large number of branch offices with complicated organizational structures. Frequent conferences are required to enhance internal communication and collaboration; however, traditional conference modes suffer time-consuming preparation, massive O&M workloads, and low communication efficiency.

Overall Architecture

Government network construction, IT systems, and O&M modes require that the videoconferencing system must use a multi-level deployment mode, enabling independent video conferences within an agency and government-wide large-scale video conferences. Figure 1-1 shows the overall architecture of Huawei's videoconferencing solution.

Huawei's videoconferencing system enables real-time remote communication through audio, video, and data transmission. With the development of audio and video technologies, including HD video and multi-audio channels, HD videoconferencing has gained popularity in government applications at all levels, because it improves communication efficiency, saves operating costs, and enhances management efficiency.


Telepresence

Huawei's videoconferencing system supports end-to-end 1080p @ 50/60 fps videos, enabling users to enjoy a face-to-face communication experience. In addition to image stitching and sound localization functions, the professional lighting, acoustics, and display design enhances HD video communication services.


The combination of Video Motion Enhancement (VME) and H.264 HP enables the system to transmit 720p @ 30 fps videos with 384 kbit/s bandwidth and 1080p @ 30 fps videos with 512 kbit/s bandwidth.


Security

When H.323 networking is employed, Huawei's videoconferencing system supports H.235 encryption and Advanced Encryption Standard (AES) media stream encryption technologies. When Session Initiation Protocol (SIP) networking is used, Huawei's solution supports Third Level Support (TLS) signaling encryption and Secure Real-Time Transport Protocol (SRTP) media stream encryption technologies. Integrating with the Huawei Multipoint Control Unit (MCU) and management platform, the system provides encryption and decryption technologies for signaling and media streams of all services on the entire network, such as end-to-end conferences, end-to-system conferences, and multipoint conferences, ensuring meeting security.


Additionally, Huawei's videoconferencing system supports third-party encryption devices and encryption for Huawei routers, switches, and Eudemon firewalls.


Multi-Layer Cascading

Huawei MCUs support a maximum of five levels of digital cascading, enabling seamless integration between the two-level MCUs. Two-level MCUs are used to forward signals from the chair site to the other sites with no encoding and decoding required, preventing damage to audio and video during long-distance transmission. To this end, two-level MCUs attain the performance equal to one MCU, assuming no network delay.


Huawei's MCU digital cascading technology simplifies conference O&M operations. Strict superior-subordinate relationship is configured between the two MCUs. The lower-level MCU broadcasts only when the upper-level MCU also broadcasts. Unified maintenance and dispatching are provided to ensure that the system can complete the cascading within 5 seconds.


Huawei MCUs support multi-channel cascading and are configured with shortcut operations, simplifying system O&M. Based on the link type and number of links in the multi-channel cascading, the system automatically enables conferences and generates channel parameter information, allowing users to freely switch among conference sites and enjoy a superb conferencing experience.


Using MCU cascading during the conference efficiently resolves such existing network problems as layered networking and conference capacity expansion.


Videoconferencing Network Optimization

Before the conference, users can check whether network performance (such as network delay, packet loss, and jittering) can meet HD videoconferencing requirements.


The Network Management System (NMS) sends network diagnosis results to the videoconferencing management platform for fault location and analysis.
